  • Jim Poe, Adjutant Post 127, filled in for the 8 District Adjutant, Ruth Sholler who is on the binnacle list.
  • Minutes from the June meeting were distributed and reviewed.  A motion to adopt made by Tony Lambert and seconded by Wayne Huber was approved with the following amendments:
    • Correct Ruth Sholler title from Division Adjutant to District Adjutant
    • Add discussion that the Finance Officer was looking into CD rates
    • Correct the DeBakey VA Hospital in Houston donation amount from $25 per month per post to $20.
    • Correct note regarding  “Veterans Helping Veterans” to reflect that comments were offered by District Chaplain.
    • Wayne Huber corrected the Boys State report to indicate that the two boys from 8 District’s Post 324 were the only two from the Department of Texas to attend Boys Nation.
  • Finance Officer Report:  A finance report was distributed and reviewed.  Beginning Balance: $22,001.84; Transactions:  6/23-VA $240, 6/23-Post 578 for DEC hosting $150, 6/23- VA $40; Ending Balance $21,811.84.  CD balance: $1,942.27.  Total Asset: $23.754.11.  A motion to approve pending audit made by David Nickerson and seconded by Tony Lambert was approved.
  • Commander Garamillo reminded posts to start preparing for the oratorical contest.
  • The Commander introduced honored guests Al Marlowe who has held many senior positions throughout the Department of Texas and past 8 District Commander Pat Yancey.
  • Department Convention:
    • Five 8 District posts attended.  The district missed the top ten in Department membership by two (2) members and ended up #11.
    • Multiple awards from the convention were distributed:
      • 100% Post Retention, plus 100% Commander pin and certificate of appreciation were presented to Posts 324, 578, 132, 658, 127.
      • David Nickerson, Joey Garamillo, and Ricky Price received Department Commander certificates of appreciation for their work during the membership drive.
      • 8 District Chaplain, Cedric Patterson received the Departmental Chaplain Award.
      • During the convention, Post 658’s Darrell Blankenship received the Golden Brigade Award for signing up 55 new members.
  • Future Meetings:
    • August 25th Galena Park Post 499
    • September 22 Jersey Village Post 324 (meets at the VFW)
    • District Convention October 3rd Post 560
      • Convention will include adjutant and VA benefits training among other topics.
    • No meeting in November due to Thanksgiving.
  • Chaplain Cedric Patterson reported:
    • He has the official chaplain’s prayer book. If any post wants one, give him your address.
    • A new mental health building at the DeBakey VA Hospital in Houston is being built.  A new parking garage will be completed by the end of the year.  Six backup generators have been acquired for continuous operations in case of a disaster. 
    • A Women’s Veteran’s luncheon is scheduled for August 7th. 
    • The Adopt A Vet program is growing and now has 180 participants.
    • The VA is looking for WW II vets.  Interviews will be conducted and pictures will be added to the Wall of Fame at the VA hospital.  Call Tami Meltos at 713 791 1414 x24695 for an appointment.
    • The DeBakey VA Hospital is asking for a $50 donation.  Approval was granted of an amended motion made by Wayne Huber and seconded by Patrick Yancey to donate $100.
    • The Crosby Public Library donated 500 books to the DeBakey VA Hospital.
    • The Lotus Project for homeless women veterans needs pots and pans.
    • Posts are reminded that VA hospital volunteers require a FBI background check.
  • Post 560 reported that they are holding a Family Fun Day benefit for the Lotus Project on August 15th from 1000 to 1500.  Waterslide, moon walk, and other games plus lunch will be provided with the $10 children’s admission.
  • District Commander Garamillo reported:
    • Only 6 of the 12 posts in the district submitted the Post Consolidate Report.  These reports are critical in documenting the Legions contributions.
    • One post still had not submitted their certification to Department.  Membership cards are not sent out until certification is received.
  • Membership: Post 324, 658, 132, and 127 achieved 100% membership.

    • Post 560 will be holding a BBQ sale ($10 for chicken and $13 for brisket) Saturday August 1st starting at 1130 until it’s gone.
    • Jim Poe reminded members that The Houston Bar Association, http://www.hba.org/services/veterans-legal-initiative/ , provides a free veterans legal support clinic every Friday from 2:00 pm to 5:00pm at the Michael E. DeBakey VA Medical Center 2002 Holcombe, Houston, TX 77030 on the First Floor, near the Emergency Room Entrance.  No appointment is necessary.  If you want to know more contact:

They’ve been doing this for free for veterans since 2008.  They are also holding a legal clinic on Saturday August 15 at the Tomball VA Outpatient Clinic, 1200 W. Main Street, Tomball, TX 77375. Co-sponsored with the Northwest Harris County Bar Association.

Regular Meeting July 16, 2015

 

Post 127 held its regular monthly meeting at VFW Post 2427 located at 14408 Alice Rd, Tomball, TX 77377. 

·         Convening: The meeting convened at 19:08 chaired by Commander Ted Ritts.

·         Prior Minutes: Minutes of the prior post special meeting of 20 June were read.  A motion to adopt was offered by Sargent-at-Arms Elroy Hirsch and seconded by Doc Phillips.  The motion passed on voice vote with no objections or corrections.

·         New Members: Three new and one returning post members attended as follows:

o    Patrick Rodger (PUFL) transferred from Jersey Village Post 324

o    Bill Baxter transferred from Woodlands Post 305

o    Wes Taylor who had been a legion member since 1989 joined the post as a new registrant

o    James Nichols who has been a member of post 127 since 1995 renewed

o    Current members in attended introduced themselves

·         Executive Council Minutes:  There was been no executive council since the last regular meeting.

·         Financial Report:  Finance Officer George Snell reported a checking account balance of $4974.93 with $3 expense the last month for an online fee.  The building fund savings account has a balance of $19,752.  A motion to adopt was offered by Sargent-at-Arms Elroy Hirsch and seconded by Doc Phillips.  The motion passed on voice vote with no objections or corrections.

·         DEC Report: Adjutant Jim Poe read the June 8 District Minutes.

o    If post bi-laws allow, posts may hold virtual meetings via Skype or other electronic methods so long as motions passed are ratified at the next meeting.

o    Each post is asked to contribute $25 per month to the District for donation to the DeBakey VA Hospital in Houston.  Post 127 and 132 made a cash donation during the meeting.  Please bring $25 to the next DEC.

o    The District Chaplain, Cedric Patterson provided guidance found at http://www.houston.va.gov/giving/docs/MEDVAMCDonationOpportunities.pdf regarding donations to the VA hospital

o    Post 127 Larry Fielder and Evy were recognized for their outstanding work supporting the VA hospital.

o    Wayne Hubner Jersey Village Post 324 provided a Boys State update.  8 District sent 58 boys this year (7 from Post 127). The district had one runner up for governor and a runner up for lieutenant governor.  Two boys both from Post 324 (David Zhou from Cypress Branch High School and Michel Dowell from Providence Classical School) were selected to attend Boys Nation.  This is a monumental accomplishment and only the second time in the history of the department that two boys from one post were selected to attend.  Only four boys from the Department of Texas are sent each year.  Wayne attributed the district’s success to pre Boys State orientation conducted by Post 324.  WELL DONE Post 324 for your leadership and the example you set!

o    The Department Convention was held at the Holiday Inn on Walden Road in Beaumont July 8—12.  8 District membership strength is currently ranked #11 in the state.  A motion passed for 8 District pay $0.57 per mile plus per diem up to $99 a day for up to two days for up to three district officers to attend the convention.  A motion passed for a $500 scholarship for the district oratorical winner.  Post were reminded that each post supports the Sigmund Fund by making a $25 donation for each member that passes.  Post 127 still owes for Joe Pickle’s and Dave Durkin’s passing.  Please bring to the next DEC.

·         Fund Raising:  The main donor for the raffle for the past several years has sold his business.  We are looking for a raffle prize source.  Members are asked to email ideas for fund raising to Ted.

·         Binnacle List: Ken Osborne and Ed Rostrun are on the binnacle list.

·         Service Officer:  No report

·         Unfinished Business:  A motion was made by Jim Poe and seconded by Jim Honeker to authorize George Snell up to $600 to produce Post T-Shirts that can be sold as fund raisers.  George believes he can have 50 ready by Tomball night.  George later emailed post members he will acquired Jerzees- Men's- Short Sleeve 50%-Cotton 50%-Polyester T-Shirt with double-needle stitched sleeves and bottom hem with shoulder-to-shoulder taping inn various sizes.

·         New Business:

o    Award: The Department recognized Post 127 for 100% membership and awarded a check for $70.

o    Tomball Night:  Tomball night will be held August 7th.  Please be there at 2:30 on Commerce Street (behind Main) at 2:30.  The will have a tent, flags and cooler.  We’ll sell 50/50 raffle tickets and T-Shirts plus hand out Americanism pamphlets.  A motion was made by Bill Baxter and seconded by Elroy Hirsch for Ted to pay the $25 registration fee.

·         Good of The Legion:  The Commander announced that a donor will pay ½ of the one year membership fee for any new member you introduce in this year and ½ the sponsor’s membership fee the next year.  Bring two new members in 2016 and your 2017 membership will be paid.  A motion to accept was made and passed.

·         Adjourned:  The meeting adjourned at 20:20.

June 20 Special Post Meeting

Special Meeting June 20, 2015

 

Post 127 held a special meeting, picnic, memorial service, and annual post officer installation at VFW Post 242 located at 14408 Alice Rd, Tomball, TX 77377 on June 20, 2015. 

 

·         Over two dozen legionnaires, auxiliary members, and guests attended the picnic.  Food supplies per graciously donated by the Tomball Walmart.

 

·         Post 127 Trustee and former 8 District Chaplain, Jim Poe conducted a memorial service for Legionnaire and past Post 127 Commander David Durkin who transferred to Post Everlasting this past winter.  Dave’ wife Sally and daughter Sarah attended.  Dave’s ashes will be interred next month in his home state of Pennsylvania.  The ceremony was conducting in accordance with the Legion’s Office Guide. In addition to the formal proceedings, Jim and others offered informal remarks in remembrance of Dave.  While there are many statues to heroes erected around the world, the most enduring monuments are the mark one makes on lives of their fellow man.  Dave’s life certainly had great impact “to foster and perpetuate a one hundred percent Americanism; to preserve the memories and incidents of our associations in the Great Wars; and to inculcate a sense of individual obligation to the community, state and nation.”

 

Jim recalled that just seven years ago, Post 127 had voted to close due to shrinking membership.  Dave, Ted, Ken, Joe, Jan, Don, Scott, Steve, Dane, Rich and other stalwart members refuse to let the post die.  Though new officers were elected, Dave did not fade into inactivity.  He led the charge in locating the Post’s first official post home.  Active membership soon too off and 127 became the fastest growing post in the Department of Texas.  A veteran’s store was opened, picnics were held, and the post increased active participation in parades and other patriotic events.  Boy’s State was reinvigorated, the post participated in Legion oratorical, and sponsored the first Legion baseball team in its history.  In the annuls of Post history, Dave will always be remembered as one who refused to give up and is largely responsible for sustaining a post that is still recognized for its leadership in our community and the Department of Texas.

 

·         The special post meeting was opened at 1630 and following the prayer, pledge, preamble, and benediction, adjourned for the installation of officers.  Post 127 trustee Jim Poe conducted the installation ceremony.  The following officer slate was installed:

                              

 

Larry Fielder and Bob Tautkus were recognized for their leadership this past year.  Larry not only led the post for two years, but has established the post as the top post in Texas supporting the DeBakey VA Hospital. At the conclusion of the ceremony, members and guests adjourned for a period of continued refreshment and comradeship.

DEC June 23, 2015

 

The DEC convened at 1915 June 23, 2015 at Aldine Post 578.  Attendance was as follows:

                              

·         Jim Poe, Adjutant Post 127, filled in for the Division Adjutant, Ruth Sholler who is on the binnacle list.

·         Reading of the minutes of the last meeting were tabled in Ruth’s absence, however, these minutes had previously been distributed via email.  Post 499 David Kearn moved and Post 324 Wayne Hubner seconded that the prior meeting minutes be approved pending review of the electronically distributed minutes.  The motion passed.

·         No Finance Officer report was provided due to a computer crash.  Richard Voorhees will distribute the report via email once his computer is back up.

·         The District Commander mentioned a discussion at Division of whether members can attend post meetings and/or vote via electronic media such as Skype.  Several virtual posts exist and only convene on line.  The District Finance officer pointed out that this is permissible for posts if their by laws are amended to allow.  Some posts currently allow voting via email, with ratification at the next regularly scheduled meeting.  A district wide policy was tabled and the question is referred to each post for a decision at their discretion.

·         Guest Al Marlowe, who is a stalwart of The American Legion and has held numerous department, division, and district positions in the past was recognized.

·         Each post is asked to contribute $25 per month to the District for donation to the DeBakey VA Hospital in Houston.  Post 127 and 132 made a cash donation during the meeting.  Post 578 will write a check once a month.  Post 324 provided $375 product in kind this month.  The Crosby Post 658 provided numerous books this month to the VA hospital.  Post 127’s Larry Fielder was recognized for the remarkable job he consistently does in supporting the VA hospital.

·         The District Chaplain provided guidance found at http://www.houston.va.gov/giving/docs/MEDVAMCDonationOpportunities.pdf regarding donations to the VA hospital as follows:

Donations used to assist veterans and/or their families with general patient activities, including the Patient Coffee Cart Program.

 

o    GPF 9002 Recreation Therapy Fund:

Donations used to facilitate patient therapeutic activities for leisure education programs, such as admission to sporting events, movies, and providing lunch for patients while on community outings.

o    GPF 9003 – Patient Holiday Fund:

Donations used for purchase of patient Holiday gifts, so every in-patient will receive a gift.

o    GPF 9004 Social Work Emergency Fund:

Established to provide assistance to Veterans and their families during times of need, it is used to cover those costs that are not part of the veteran’s healthcare benefit package and for family members caring for a disabled or ill veteran.

o    GPF 9006 – General Patient Fund:

Donations used to assist veterans and/or their families with general patient activities, including the Patient Coffee Cart Program.

o    GPF GPF 9012 - Social Work Service Homeless:

Donations used to assist homeless veterans find temporary housing. It allows them time to rest, recuperate, and regain the ability to care for themselves.

o    GPF 9013 – OEF/OIF Program

Donations used in support of returning veterans.

o    GPF 9019 – Women Veterans Program:

Donations used to support the Women Veterans Program, such as Women Veterans Recognition Week, facilitating the purchase of recognition certificates, refreshments, and gifts to our women veterans.

o    GPF 9031 – Fisher House:

Donations used to support special needs of the Fisher House.

o    GPF 9032 Special Recreation/Patient Activities:

Donations used to support special patient programs, such as the National Veterans Golden Age Games.

o    GPF 9319 – Domiciliary

Donations used to support the Domiciliary Care Homeless Veterans Program, a residential program for veterans located on Fannin. Veterans residing at the Domiciliary live in an apartment type setting while receiving treatment.

 

Please ensure that you use the correct donations code when making your contributions or your post and the district will not get credit.  Your post and district will get a receipt documenting each contribution if the donations are appropriately coded.  Excellent non-monetary donations include: socks, board games, tooth paste and toiletries, but no products containing alcohol, no puzzles, and no inappropriate magazines.

·         The Department Convention will be held at the Holiday Inn on Walden Road in Beaumont July 8—12. Sessions begin at 0800.  Early bird discount registration of $25 is due June 26th. Registration at the door will be $35.  Voting is conducted Sunday.  Voting strength is determined by post membership.  Ensure your membership is updated prior to the convention to ensure the district gets the largest representation possible.  Contact Joey if you can’t get your updates in by June 26th.  8 District membership strength is currently ranked #11 in the state.  Get your updates in asap.  We’re really close to being in the top ten.  Only votes from post on the floor at time of the poll will be counted. 

·         Post 324 Wayne Hubner motioned and Post 132 Wayne Theis seconded that 8 District pay $0.57 per mile plus per diem up to $99 a day for up to two days for up to three district officers to attend the convention.  The motion passed.  Richard Voorhees, Tony Lambert, and Ruth Sholler will be sponsored to attend.

·         All post need to pay the District for the transportation cost for the Boys they sent to Boys State.  The bus was full and in fact Richard had to drive his van as well.  Consequently, it appears all boys rode the bus.  Each post owes $75 per boy sent.

·         Future 8 District meetings follow:

o    July 28th at Parker Road Post 586

o    August 25th Galena Park Post 499

o    September 22 Jersey Village Post 324 (meets at the VFW)

o    District Convention October 3rd Post 560

·         Wayne Huber advised that each post should start publicizing the Legion Oratorical.  Contact your local high school guidance counselors, debate coaches, and English department heads not later than October.  We are blessed with many attorneys and others that like to talk and can help coach the district’s oratorical contestant that progresses to division and beyond.  Several years back a participant from Post 560 won the national oratorical contest. 

·         Wayne Hubner Post 324 motioned and Charlie Powers Post 560 seconded that the district fund a $500 scholarship for the district oratorical winner.  The motion passed.

·         The next Sigmund Fund meeting will be June 25th beginning at 7 pm at 22 District’s Harrisburg Post 477.  Each post supports the Sigmund Fund by making a $25 donation for each member that passes.  The Sigmund Fund is used for medical scholarships. 

·         Posts were advised that a great source of new members is Student Veterans of America.  These are typically post active duty vets that are attending school.  Many of these veterans are from the post Desert Strom Iraq and Afghanistan campaigns. 

·         The district campaign mentioned an excellent organization, “Veterans Helping Veterans” on Dell Dale Road in Channelview that provides a wide range of items including wheel chairs, scooters, and medical supplies. Donations may be made by first contacting Bruce at 832 633 5306 or Bill at 832 269 4222.

·         The meeting adjourned at 22:30.

The April 8 District DEC was held at the Parker Road post April 28. 2015

·         Convened 1900, quorum present. Jim Poe Trustee Post 127 represented the Post

·         Last meeting minutes were approved with no exception

·         Finance Report beginning balance $24,723.61, ending balance $24,389.66. Three checks written $150 to Post 560 for March DEC food, two check to VA Hospital totally $160

·         Chaplain Cedric Patterson report:

o   VA Hospital meeting held 15 March. 

§  New onsite hotel with 500 space parking planned

§  Other additional parking spaces also planned

§  Bldg 120 set up for vision impaired and very impressive

§  For RETURNING veterans, VA now provides automatic 5 year health and 180 day dental coverage

o   Vicky Toliver coordinating a Iraq/Afghanistan vet Welcome Home day May 30th

§  District approved $15 to provide bottled water

§  Need donations of soda, candy, snow cone machine, bread, paper products

o   All VA hospital volunteers now must go through annual background check and finger printing.  Cedric has the form

o   Use donation codes when donating to VA so Legion gets a copy and gets credit.  Cedric can advise

o   Each Walmart store will donate up to $500 to each post that brings in a copy of their official 501(c ) paperwork.  Cedric has the forms

·         Boys State—Robert Chavez

o   Deadline May 4th.  Jim Poe subsequently confirmed with Mamie at Dept that all 8 Boys from Post 127 are good to go except post’s check for $1925 not received yet.  Jim sent it certified mail April 17th.  Jan need to see if it’s cashed

o   District approved $881 each way for bus transportation to/from Boys State

o   American Legion Post 324 will hold an orientation for boys and parents/guardians from 2:00pm to 4:00pm on Saturday May 17th at the VFW Post 8905 located 21902 Hempstead Highway, Cypress, Texas 77429. 

o   A chartered bus will pick attendees up from American Legion Post 560 Garden Oaks | 3720 Alba Road | Houston, Texas 77018 | (713) 682-9287 the morning of Sunday June 7th and return to Post 560 between 3:30 and 5:00 pm on Friday June 12th.  Boys should arrive for departure at Post 560 not later than 7:00 am the morning of June 7th.  Breakfast will be served.  Jim may be on business travel so we need a volunteer to meet with our boys and drive a chase car to Austin to bring back chaperones

·         New Business

o   Saturday May 2nd 8 District Convention Post 560.  $10 registration. BBQ provided

o   8 District membership at 89.74%

o   Jersey Village, Cosby, Tomball, and Humble at 100%

o   May 30th Division Convention in Bryant

o   Department Convention in Beaumont July 7—12th. Advanced registration $25 on site $35

o   Baseball not much, however Post 560 has started an Intermediate School baseball league and has set up Facebook pages for easy communications.  Other post may consider

o   Consolidated Post reports due by the 15th.  Last year only 200 of 522 Texas posts submitted.  Reports go to DoD, VA, and help record American Legion contributions

o   Post 586 holding a crawfish boil 1pm to 6pm May 24th.  Cost $6

o   Post 578 holding Open House membership drive April 30th 7-8:30 pm

o   Jersey Village had a successful Fun Run that raise $3000.  130 runners and was a great community outreach.  Mayor, Fire and Police chiefs and other dignitaries attended.  Local churches helped.
